What gets me is the idea that the president would necessarily be privy to All Top Secret information.

There is still "need to know" basis.

Just because some Joe gets elected to a term of presidency does not mean that he is properly cleared for all Top Secret information.

Depends upon what you mean by "cleared". Obviously, Presidents have been lied to, but I think as far as clearance itself, they have it.

HH. I think I thought that too, and somebody told me some projects were above that & the info was wrapped. This was discussed in another thread with regards to Q level clearance, I think. It seemed that DOD and DOE, DARPA, etc had their own levels of security....without a single omniscient overseeing entity. Perhaps, post 9-11 things have changed. I've talked with a few Q-level people about some projects...it's lightly weird as if one is in the movie Casablanca...with trenchcoats, and floppy hats, sunglasses, concealed information... real X-file stuff. pete.

I don't understand what you think this has to do with Casablanca, which isn't at all about concealed information. It's to do with documents, but everyone knows exactly what those documents are. Also, there are essentially no trenchcoats except those at the very end of the film and essentially no sunglasses. Indeed, I can't remember any. Few hats as well. Is it possible that you are thinking about a different Bogart film?
