That's the country I was thinking of. I'm not sure what the correct answer is. According to the Impact Database, there are four in Estonia. That's 4/45,226 km2 = 8.8x10-5. Finland has 10/338,145 km2 = 2.96x10-5, which is smaller. Any advance on Estonia? Impact Database
