One more day, and I'll post a new question. Last hint (weak one): I was considering posting a question on weather, because weather related events might be of interest to astronomers. However, my friend argued that it's ludicrous to assume that all people interested in astronomy are experts on tornadoes. So I was inspired by the comment on tornadoes to post the question I did (not really).

The witch had set the scarecrow on fire. In dousing him with a bucket of water, some missed & hit the witch.

Good. Did my last hint help? In any event, it's your [SpecialEd's] turn to post a question.

No, I've seen that movie often enough to pretty much have it memorized. BTW if you ever get a chance to see it in a real theater on a wide screen, go for it. It's a whole new experience. The scene where D opens the door & everything goes to technocolor is just a knockout. Must have been even more impressive when color was a new thing.

Charles Lightoller was awarded the DSC for his actions during the Dunkirk evacuation, but that is not his chief claim to fame. What is Mr. Lightoller most famous for?

Yah, it's really too simple to start giving hints. I will add that Mr. L had been portrayed in at least 3 movies, with varying degrees of accuracy.

Hmmmm... Well it's been a week, so as an excuse for bumping this thread I'll post an alternative question. Again, not google-proof. Answer either to take over.

On the drawing board it was known as NA-73. What was it known as when it came off the drawing Board?

Have fun.

Over to you.

(BTW Mr. Lightoller was 2nd officer on the Titanic, the highest ranking officer to survive the sinking.)

OK, let's see.

There is a procedure in German parliaments which is named after a jumping animal - what is the name of the procedure, and what happens?

Bundestag!

All laws are deliberated on and adopted in Parliament. Some acts require the consent of the Bundesrat , the organ through which Germany's 16 constituent states the Lander participate in the legislation and administration of the Federation.

Yes, the procedure I am talking about is practiced in the Bundestag (Federal Assembly) and the 16 Landtage (State Assemblies). And you are also right about the relation between Bundestag and Bundesrat (Federal Council)

But the question is what is the name of the procedure, what does it have to do with a jumping animal, and what does the procedure actually do?

That's one of those questions that eliminates 98% of our members.

I never really thought of sheep as jumping animals.
(I might post the answer tomorrow.)

Well, they have Google in the States, don't they?

At least in this procedure, they do jump...

Lightbulb Hammelsprung

I found the answer in the German language Wiki, which is useless if you can't read German.

The answer is Hammelsprung.

A hammel is a male domesticated sheep.

A hammelsprung is a gate just wide enough to let one sheep through at the time, for the purpose of doing a head count.

In Bundestag parlance the hammelsprung is a voting procedure where the representatives enter the hall through three different gates.
Gates for the Yeahs, the Nays, and the undecided.
The Westminster Parliament has a somewhat similar procedure called the Division of the House.

Tradition is nice, but electronic voting would certainly speed things up.

Question Sultanate of Rūm

I will presume Arneb has conceded.

Question: What does the word Rūm in the name of the Sultanate of Rūm, which existed in Anatolia from 1077 to 1307, stand for?

Um, just a WAG. Rumi? As in Jilal'udin Rumi the Sufi mystic and poet. I know he lived most of his life in that area.

Adenda- Duh! The dates you gave are a few centuries before Rumi was born. Forget I said anything.
