Default 'Devious, Deadly Scientist' at work?

Such a description used in C-SPAN2's live coverage of the 'contaminated' pharmaceutical drug Heparin investigation:

You're saying that the phrase "devious, deadly scientist" was used in the broadcast commentary, but doesn't appear in the online article?

No, it was an actual declarative statement made by one of the House Representatives, during the hearing, as he expressed displeasure at the FDA's inability to inspect (as they do in the U.S.) the sheer number of Chinese suppliers, onsite.

Not really; this particular 'contamination' had to be engineered and intentional, per the testimony so far.

I took "why" as questioning what the motive was for deliberate contamination. The answer to that, of course, is $$$. Just like the pet food contamination a year or so ago.
