TMPGEnc's Wizard and Main Concept Encoder can adjust bit rates of VCD MPEG files to make them fit on one CD-R. Be advised, if you change the bit rate of a VCD from its standard rate of 1150, you run the risk of it not playing on your DVD, although the risk in somewhat minimal.
