Default Carbon costs would hit Alberta hardest.

I think Alberta is the first in Canada to invoke a Kyoto type carbon tax. Has anyone else heard of other governments doing so?

Have carbon taxes.

Sweden, Finland, the Netherlands and Norway have carbon taxes.

For reducing carbon dioxide emissions, carbon taxes are the most efficient way to do it with the least disruption to the economy. Emission trading can work, but it has to be implemented very carefully as it is more open to corruption and perverse effects including giving an unfair advantage to current CO2 emitters. The anti-competitive aspect of carbon trading is why Australia will to introduce it instead of a carbon tax. Current polluters will be little affected and so are not opposing it as they would a carbon tax.
