OP: It seems unlikely that it was Swithun himself who proposed it. For starters, he wouldn't have known that there would be St Swithun's day, or what day it would be, in his own lifetime. Also, since he lived at a time that the Julian calendar was used, there are pointless but amusing issues to be considered with regards to the calendar to be used for the purpose. The Wikipedia article you quote considers some more mundane objections, for example similar legends attached to several other saints with a variety of dates.

It's odd--I grew up Catholic and never saw the "Swithun" spelling. Just "Swithin."
