I glanced it over, I'll read the rest later. The solution presented is very simple, and oddly appealing: make a todo list with nothing on it. If you have nothing to do, you can't be procrastinating. Very elegant. Nobel committee, art thou watching?

Actually, it says you should establish a schedule with dates and times. Nothing about to-do lists.
