It's just one of a few things the Doctor is seeing on UK TV - ie how the 'ghosts' have become part of everyday life & culture; another one was a weather forecast for ghosts. Sorry, it was a very sneaky quote

How about Sarah Jane Adventures? If so, it would be from the pilot, although I can see Clyde saying the Arts and Crafts line.

I know, there is a major fallacy in my guess. If the quotes were from the Sarah Jane Adventures, Toseek would have already answered this.
