A fully operational Death Star with a laser that destroyed a whole planet wouldn't make sense at this point in our development. You'd just end up destroying yourself, too. A less-powerful model is a different story.

no, because the mass of the moon would still be up there, and it would quickly reform. unless, of course, it was a really really big blast- then i think that the effect it would have on the tides would pale in comparison to the fiery hot death that would be raining down on the earth from above....
