So, that seems to me to make it certain that there's water on the Moon, then. We already know there's oxygen, and now we have proof of hydrogen. Am I wrong here?

Yes , it has been hypothesized that there is very small amount of water on the moon. Due to recombination between these H+ ions and Oxygen of the ground. More on the far side , because it is lower than the near side.
